That's how Fake News puts it, but actually POTUS can't do any such thing. Only Congress can do that and they did, with bipartisan support. Since POTUS can't veto if Congress has a supermajority, not signing would have spent political capital and made zero difference.

Assuming that everything else Fake News attributes to him is true. Meanwhile the determination to think the worst of incumbent POTUS is an international trend. Those who engineered this, truly are enemies of the US since the disrespect for POTUS now is a habit that won't be shaken off for decades at best.
