Bizarre behaviour calls for a bizarre question. In your DOS environment, what is the TEMP [and TMP?] environment variable set to? Does that directory exist? Does the C:\WINDOWS\TEMP directory exist. I have had error messages that have had absolutely nothing to do with the actual problem. So this is just a shot in the dark.
