>Bizarre behaviour calls for a bizarre question. In your DOS environment, what is the TEMP [and TMP?] environment variable set to? Does that directory exist? Does the C:\WINDOWS\TEMP directory exist. I have had error messages that have had absolutely nothing to do with the actual problem. So this is just a shot in the dark.
I have no idea how to check environment variables. The w\temp dir does exist, it just doesn't have that file in it.
I got a different way of doing it, now, so I'm not going to worry about the crazy bug anymore. :)
