An impeachment is a statement of charges, so in western legal systems you're allowed to know what you're charged with. The power of the state is not used to investigate you forever to find something to charge you with.

Manafort can share polling data with non-Americans if he wants to... but the accusation was that he lied about sharing polling data with agents of the Kremlin, which was presented as first possible evidence of collaboration with Russia to influence an election.
