That is true. American's hiding money offshore has been a problem for a long time -- they're trying to combat that and have had some success. When you have a law that says you'll go to jail if you do that it puts a pretty big dent in that problem.

those "congresspeople" make the laws that govern the country. I'd say they have the ability to effect change more than anyone else.
