>>There are a large number of legal arguments that support what I'm saying as well -- and if it were to ever came down to it,,..it would end up in court to figure it out. At this point, since there has been no arrest or indictment and no one seems real interested in either (except maybe Trump lol) then my legal argument has to stand - at least for the moment.

It's not an argument, it's a request for explanations to support argument.

You can see I've gone to source including FBI policy and US statute.

Perhaps Mueller in his report will reveal that he did in fact investigate other forms of Russian Collusion and satisfied himself that there is no beef there either. But Mueller is not the only one who can discipline Comey and worth remembering FBI and DOJ Directorship has been in flux.

My pick re Mueller: he has had his trials and tribulations but this investigation is the one for which he will be remembered. He will have crossed every t and dotted every i and ensured there's no loose ends for anybody dissatisfied with the result to pull on forever.

Meanwhile Adam Schiff has now overtly stated that he won't be satisfied with the Mueller investigation results and intends to investigate forever. Have to tell you, the optics are awful and if an ambitious non-swamper were to form a new sort of party focused on people rather than jousting the opponent, your binary system might receive the shake-up it needs.
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us.
"
