The other two things in the same line are unnecessary, IMO: the label saying "Message" - as if anything else ever appears in that shape in that space. and the close box - if you close it, what would you get? Blank space? So one line with three things (two of which are useless) also occupies some vertical space. And of course it has some margins and padding of its own.
Thanks for the pointing this out. I also agree with your observation about the three items on that line. Personally I think you are right that the term "Message" could be dropped, and the close button is unnecessary. The Options dialog could be incorperated into the Settings->General Settings or User Profile settings.
