Bad Orange Man says trade deficits are bad for the US, aims to repatriate jobs, celebrates best Black employment figures in recorded history, encourages business to set up shop in the US, and has MAGA as a slogan. But he's BOM, so all of these things are bad (because he's called BOM, don't you see) so you have a duty to suspend all disbelief as each Russian Collusion story is rolled out to prove just how bad the "B" in BOM really is. In this case, employing inner city disadvantaged communities in Detroit is nowhere near as important as the mere possibility of job loss for white collar administrators who used to manage prison labor or the Chinese and NAFTA outsourcing (NAFTA being something else BOM ended which proves it was the most saintly agreement in the world until BOM ruined it). It's amazing how easily gnarly challenges can be "solved" if you assume BOM is at fault so now you only need to figure out why this time.
