I am experiencing this presently. I have more info.
Noticing that everything is affected by some kind of latency, I see that this is reflected across everything.
For example, when I have Internet Explorer running, I can scroll using the mouse wheel without any problem. However, if I use the browser scrolling bar, it jumps. It is not related to the internet, as simply started Windows Explorer is slow as well. Right clicking on the start menu is slow. Right clicking on a task from the Windows taskbar is slow. Memory, CPU and disk usage are normal. I even have a Word is not responding for about two seconds when trying to print a page. Just accessing IE favorite items is like appearing parts by parts.
When I look at Task Manager, I cannot spot anything suspicious in there.
I removed the keyboard bluetooth device. This is not related.
Edge is not running. It is not even in the Task Manager. For the instances of IE, I restarted it to make sure it wasn't related to memory bloating.
For some relatively small tasks, I can hear the laptop fan getting boosted. It is not related to the temperature as today is much colder than usual.
iPhone is not affected, using the same network, during the same timeframe.
Before I reboot, I will wait to see if anyone would like to suggest something so we can collect some information that might be useful.
