In https://support.office.com/en-us/article/apply-stationery-backgrounds-or-themes-to-email-messages-e24fc237-62e1-4361-82a3-d8a7467d2b7e I don't see a way to retroactively apply a theme/stationery to an in-progress message. It looks like you have to copy/paste into a new message as you've outlined above, except that in the section titled "Apply Outlook stationery and themes to a single message", you should be able to do it for a single message, rather than turning it on and off globally.

Actually, you could try doing that to an in-progress message, maybe it will work.
