You should have some sort of application object that does all the global stuff for you. I have an app object that does all the housekeeping, including setting up the environment, making certain required tables are availble, preventing the application from being instantiated more than one, setting up global variables from my global setting table, and so on. Once all the setting are finished, your app object calls your first form (or better yet, displays a menu from which the user selects a form).
An example of such a framework object can be seen in the TasTrade example that ships with VFP. But there are better example around. I think a few are in the examples here in the UT. Try the "file cabinet" icon to your upper left.
