According to the interwebs, some helpful suppliers provide "100% cotton" labels referring to the label itself. If somebody were to sew those onto plastic towels, you cannot blame the label manufacturer for that! ;-)
If it's sliding over you without drying, Occam's Razor says either it's a miserable effort without enough loops to absorb water, or it's got plenty of plastic in it.
