2 weeks ago was Microsoft's Patch Tuesday. However, Windows 7 has been unsupported by Microsoft since January 14th so you should not have had any Windows updates installed then. You could confirm that by checking your update history in Windows Update.

The Java support page recommends running a Microsoft utility if you're having problems installing apps: https://support.microsoft.com/en-us/help/17588/windows-fix-problems-that-block-programs-being-installed-or-removed

Since Windows 7 is no longer supported you should not be using it for production or other important work. Companies can silently and without notice stop supporting their apps on it. If they give users a 6 month grace period to switch to Win10, well, that expired 2 weeks ago.

As a workaround maybe you could remote in to your Win10 computer from the Win7 one when you need SecureLinkCM functionality.
