I dont think that is the correct way to do it. GDIPlus will not resize your picture in a size you require. To do that you should use an utility like IrfanView. That app has the possibility to resize your picture to the by you desired format, mind you reduce not enlarge.
Also have you applied any of the options the Reportwriter offers you? See screenprint attached.
