IMHO: Obama's legacy ought to have been Healthcare funding, but they screwed it up by disconnecting guaranteed acceptance from compulsory contribution. Executed properly it would have been extremely difficult to undo, just like Australia's National Super scheme whose compulsory contribution caused widespread shrieking until the scheme was a resounding success. When they increased the compulsory % of income contribution in 2019, not even the ultra-right were motivated to oppose it. Meanwhile free accessible ID ought to be a great deal easier to implement (you may disagree but please consider that I've had to get IDs in every continent except Antarctica) and would take a lot of the wind out of the "stolen election" sails at the mid-terms and beyond...
