(shrug) I simply set the clocks to UTC ( https://en.wikipedia.org/wiki/Coordinated_Universal_Time ) -- that way I need not worry about adjusting the clock between Standard and Daylight time -- all I have to do then is simply apply the appropriate offset to get the local time. Just need to make sure I'm not using classic Unix time, otherwise I could run into the 2038 problem.
Folks often say that a stopped clock is correct two times during the day -- not quite -- in the USA (where DST is observed) there would be a problem with (2:00 .. 3:00] during the transition between standard to daylight (those times don't exist) and [1:00 .. 2:00) on day of transition from daylight to standard (when those times occur twice) -- though on the average over the entire year that it would be correct two times a day.
