If you adopt to the idea of local time, synced to noon, a clock shows the right time all the time. Somewhere. Just do UTC + longitude.
This odd time zone idea is a kludge to sync railway schedule by table. We have computers now. Even the creapy constant hour we might skip. Uneven hours are such a delight, and much more fitting to human senses.
