The report needs about 10 views and a couple of cursoradapters to drive it :) So no, I can't easily get the output into a single cursor/DBF. You're right though, Excel will open Fox2x-style DBFs directly (without renaming the extension).

It will be (somewhat) fancy-pants and I've been working with Greg Green's VFPxWorkbookXLSX class: https://github.com/ggreen86/XLSX-Workbook-Class
