Smokers are an obvious target. Then the obese. Then we need to stop the alcohol drinkers, meat eaters - in fact all non-vegetarians. The sugar consumers, fast-food consumers, cola drinkers, etc. Those who do not exercise. All extreme sports people, skateboarders, sky-divers, etc. I'm sure we can make up a good list to punish. This will create a huge cost saving to the state which I am sure they can put to much better use such as invading some country or other to bring them democracy.
