Do you know of a software that would allow typing into a JPEG file? For example, say I have a JPEG file and I want to type captions for this file such that the captions would be part of the JPEG file. Is it possible? If yes, how?

UPDATE. Actually I found that I can scan the photo into a PDF format (and it looks the same as JPG). Then open the PDF in the MS Word 2016, add a text box and save it as PDF. So far, testing this approach works.
If someone knows of a better way, please let me know.
