Quickscanned CPU data, very weak single core but 4 separate cores.
4 cores should help run Win as OS and vfp ran quite well under CPU form w2K (K6, Pentium, PII)
which should be comparable as Atom ditches lots of newer features and caches.

You will have to create completely new GUI for small screen nearly unusable in desktop.

If fast data input is needed, probably doable for
    numeric
    low count alternatives (radiobutton, list of buttons or checkboxes)
    listbox you need to check or perhaps reimplement


or build cases with external numeric keyboard via USB.
Hike your rate at least 25% when estimating, as this will bite you in unexpected places

Do a test run with simple screens and input before signing and get client on board of issues
