On my Win10 22H2 system Firefox and File Explorer maximized windows can be dragged, but while being dragged they automatically reduce to the most recent non-maximized size.
They can then be "thrown" to another monitor and will restore to full screen size, but if just dragged to another monitor, will remain at the non-maximized size.
Update: this may be related to Windows "snap" settings:
