One of the reasons I chose Microsoft Fax was because it would allow my users, while in ACT, to fax out large numbers of mail-merged marketing letters and the other third-party fax products I tried would only permit them to fax one-at-a-time.

Both Outlook 97 and Outlook 98 (Outlook is a part of Office; Outlook 98 can be downloaded from Microsoft's Web site if you don't have it. It's also provided with Exchange Server/Back Office) will provide fax services (it's actually Delrina's Winfax Starter). Outlook can be an OLE Automation server, making it a good choice for handling bulk email/fax tasks, although I'd probably spend the extra money and use the current WinFax Pro (which Outlook can work with as well.)
