The security functions expect a path statement in Win95. Probably something like PATH=C:\SRVTOOLS. After this is in place, the security function buttons will work ok.
BTW: M$ has stated that they do not support server tools installed under windows 95, and Server Manager will frequently respond with an Illegal Operation message when the Domain is busy.
