My recommendation is to develop using a resolution at least one step higher than the resolution for which you develop. This makes form development much easier. If this is not possible:

Go to menu Tools/Options/Forms/Maximum design area and set it for the resolution you want your app to use (in your case 800x600). In the form designer you'll be able to scroll the form both horizontally and vertically. It's still a little difficult to work like that because there may be a lot of scrolling, but it's much better than coding by hand.

Finally: IMHO, there's no question that it's better to use the Form designer than to forms code by hand.
