With the right video card, you can do a similar trick setting up a virtual desktop; ATI and Diamond both have drivers that will allow you to define a video desktop larger than you can comfortably display on your monitor; as an example, you could easily set up a virtual desktop at 1600x1200, display it at 800x600 and scroll the desktop to get to things like property sheets while still being able to see your 800x600 form unobstructed. A 4MB video card can easily support a virtual desktop of 1280x1024 at 16-bit color depth; with an 8MB card, a virtual desktop of 1600x1280 at TrueColor depth is possible.

Of course, a big monitor would let you run at high resolution without any scrolling, and with decent 17" monitors (for me, that translates to running comfortably at 1024x768 or 1152x864 without eyestrain) well under $400, and 21" monitors (I can run at least 1280x1024, or 1600x1200 on DiamondTron type tubes like the Iiyama Vision Masters), on a 21" tube) on now below the $1000 mark, it's worth spending some money for a better desktop, given enough desk space.
