Sounds like the database or the indexes are corrupt. In the Visual SourceSafe directory you can find a ANALYZE.EXE. When you use VSS you should run this program regularily, for example every week, to make sure the database is OK. It is also able to repair a database, if the damage is not too serious.
If you don't have anything in COMMON, you can create a new database with the VSS Admin tool.
