Yeah, this is what I do already. The problem is, one of my sites has 3 or 4 people producing web pages, and they use Front Page. The way that FP works now, I have to go in after they are finish and fix all the URLs. PITA. I was hoping that there was a global setting that I could set on each page that would path the files correctly.

Another Interesting thing- after I fix the URLs, the layout editor loses the image (expected), but the preview page knows where to find it.
