Here's the sequence with multilocks off and a table in a DE that has buffering set on.

DE.BeforeOpenTables OFF
DE.OpenTables OFF
DE.Init ON

So, VFP is automatically setting multilocks on if there is a table in the DE that has buffering enabled.
