To add to Nick's answer, the trouble is that you don't really know what's happened while the user was gone (from the form in question) unless that form has called a modal form or if your data is static. In those cases, it's relatively easy to set up a condition as you and Nick discuss. Theoretically and reasonably, they may have done something that affects the data showing on the page.

That said, I sure wish I could "turn it off" when I'm debugging something in the activate method! :-)
