I don't know nearly enough about this to make a powerful statement, but I would guess that many of the features missing in the Win95 version would be integral to development with upsizing in mind. For instance, a real database server runs as a service, win 95 does not host 'services' so to speak, so any functions given to the database server, if existent in the Win95 version would merely be emulated.
