I used RoboHelp and tried an eval version of ForeHelp about 1.5 years ago. The eval version of ForeHelp was a little too "evaluation", so... but it may be a good one.

RoboHelp is definitively a powerful tool. Except some nasty bugs in project management (I used an old version, newer versions may have solved this). But if you make a backup copy every several hours, these bugs are not important considering the power of the tool.
