Most of the european countries use a 1 to 3 letter country code and a postal code, the largest of which I have seen is 8 characters (british). E.g. N-0468 Oslo, D-38023 Braunschweig, P-1700 Lisboa. Though not needed, it is not unusual to add the country name. In England they use a slightly different format, like London WC2H 7EA. Not too fond of standardizing, the british :-)
The longest european phone number I've found was 10 characters, not including country code or blanks for formating (british again). Formatting standards seem to vary between countries.
