This makes sense in my case! I used to have an animated cursor and then when I reformatted my machine, I didn't bother w/changing it from the default!

Pentium 200Pro 32M RAM Running W98
Samsung SyncMater 17GLi - ATI Rage/Rage II PCI

I don't think it was the machine tho, since after my reformatting I no longer have the problem. The only difference was I went from W95 to W98.
