the EIS predictive outbound system did all of the outbound dialing, then when the system detected a real human, it passed the call to an operator and provided a screen pop to the operator. This system is huge - and doesn't work with regular rj-11 telephone lines and modem devices....

But - have you looked at what TELEMAGIC does ? Does that provide enough functionality for you ?

If you're really ready to take the plunge into developing these kinds of apps - I strongly recommend you delve into 'Voice Processing Magazine' and talk to several of the vendors who advertise in the publication.

There was a huge war between MS API and Novell API for a few years - I'm not sure who won...

If you are placing 1 person, 1 modem, 1 computer, 1 instance of the app all on ONE something - then your operator will have some down time whilst waiting for a real live person to pick up the phone.
