I think a VB solution cannot be compared to a VFP solution for medium sized applications. VFP offers more possibilities to write complex applications. I'm sure that many VB-SQL-server solutions could be accomplished easely within VFP with a fraction of the costs.
I really do think that if IT managers know the power of VFP they would choose more often for a VFP solution.
