Yep. It's a major headache, even when working at a secure site; if MS can't get the ISP to verify the exact location of the user, you won't get the 128 bit version from them. I've run into the odd experience of working at a very secure installation and not being able to get the 128 bit components because the firewall won't permit the ISP to verify the location, and there are people using the LAN connection behind connection over a WAN where they might not be in the US, like at an embassy...
