>128 bit is only available to customers within the US or Canada, where MS can verify either that the customer is physically located within the US or Canada and has signed an acceptance of the agreement not to ship outside the US or Canada, or will permit download from a secure site where they can verify with the ISP that the connection is within the US or Canada and the customer agrees not to ship it outside the confines.

>MS does not ship customers the 128 bit version except where the agreement is in place. US and Canadian distribution on CD is the standard 40 bit version.

>>>You have the option of getting the 128 bit cipher-enabled browser components; the standard distribution is still the 40 bit security version. You have to go through a few hoops to download the 128 bit version - you can only download the 128 bit components from an internet connection where the ISP will verify the locatiuon of your connection. The MSDN distribution, and the standard CDs that ship to customers, are still the 40 bit key.

Yeah. I work at the CDC ( i.e. US Govt. ) and I can't download 128 bit encryption stuff because of firewall issues in determining if I'm "in the US". So it can't tell that the US govt. is in the US. :-))
