Of course what you and Denis have written is 100% accurate and correct and there is no doubt in my mind that *any* conference could very comfortably be held in Montreal without *any* kind of "interference" (language 'police' or otherwise) whatsoever.
On the other hand, what you've read here is *likely* the perception held by many, especially when remembering the "residents of Quebec not eligible" (for contests) which many no doubt incorrectly link to language issues too.
I think that Michel may be incorrect in his assertion that DEVCON is perpetually "stuck" in the U.S. of A. Firstly there is the $Cdn vs US$ and secondly, every box of software that I buy states "Not for export - for use in USA and Canada only". So Canada is hardly considered "foreign" by the bureaucrats in the US, wouldn't you say.
I think that Vancouver, Montreal, Halifax and Toronto could all be hosts (and that is my preferred order) and I would give Vancouver the edge simply because it is so close to MS HQ.
