If I may ask, what com port is the first modem on, as well as it's IRQ and the IRQ of the second one. It seems like there might be a conflict in hardware settings (specially if they're in PnP mode). I would recommend hard setting them (throught the jumpers) to one odd and one even com port, or just changing the IRQ they're using.
