Someone asked the same question not to long ago and the answer is, IMHO, 'not really'. Some guesses are that it has to do with the video card and/or driver but I don't know if this has been proven to be the case or not.

What I do is minimize the Report Designer window and then maximize it again and the streaks are gone. Not the most eloquent of solutions, but it works for me so that's as far as I investigated the problem.
