The above should have put PWS on your NT Workstation. Do you have the PWS icon in your TaskBar toolbox (with the clock)? Is looks like a little which ribbon, I don't know what it actually is. If I put my mouse on that I get a tool tip that PWS is running. If I double click it I get the PWS administrator. You can also right click on the PWS icon to start and stop the service.

This may have installed the FP server, but you should still be able to get to local host. I would reinstall the option pack 4.0 on your workstation.

No... but if you have multiple developers I think it better if they each have their own server for testing.
