SaveAsHtml seems to work for me if I select to save file for later or save and edit. Are you using SP3? Note that HTML forms do not support all of the native controls so you might be disappointed at what comes out.

You can send Word doc files with embedded bitmaps, yes they'll be bigger but they'll work well. You could also put up a website with jpgs of the screens and let them browse from the net.
