Why is this not practical. You would have to do this either way. Only now you have a normalized database. You just have to add 1 record for each different rate in the the area code. Under this scheme, each area can have a different number of defined rates. The benefits you now gain outweigh the time it takes to add 20 or so new records for each new area code.
