Under this scheme, each area can have a different number of defined rates. The benefits you now gain outweigh the time it takes to add 20 or so new records for each new area code.

And in addition to Mark's comments, your other code wouldn't have to be updated when you add a new area code. If you add new fields to your non-normalized table you must update every function that uses that table to include the new fields.
