Thanks for the help. The resource file was the culprit in this situation. I tried to approaches and both worked. One was your suggestion for creating a new resource file and selecting the Report Toolbars from the View menu. I also opened up my resource file and discovered that there were several records marked for deletion - included in this were the two records for the tool bars. I RECALLed them and that also worked.
