So install the Generic/Text driver for the port, and then insert control codes yourself as necessary.

The odds are that there's a Skip at End-Of-Page setting somewhere in the printer hardware's setup; I know that this was the case with some earlier Panasonic printers, and in some cases, if it's enabled in hardware, the driver may not be smart enough or capable of disabling it. Time to look at the printer manual and see if it's there.
