From what I understand, Wise does a solid job, and can handle a .DEP file properly. I'd be inclined to trust it, but installing the runtime from a Setup Wizard install is an easy way to verify things.

Lots of other things can cause page faults; if you don't get a fix from an alternative install of the runtime, try defragmenting the drive and cleaning up the swap file as a first-cut SWAG. I've seen Win9x get pretty confused with heavily fragmented disks. I'd also use the built-in tools to verify that common components are up to snuff with the tools in Win98's System Information applets if you're running on Win98.
