Its just the new form is not being added to the other developer's project.

The problem sounds like the project isn't being checked out from VSS between updates to the PJM - IOW, each developer is working with a local copy, and the updates are competing with each other.

If you have multiple people working on a single project, I'd strongly advise that they do a Get Latest Version before changing their local copies. I've had almost no luck with merges where two people have been working on anything that goes through SCCTEXT for processing at the same time (and unfortunately, that includes the .PJM file.) I've allowed only one person to check out any given component at a time, and have required people to check out the entire project before taking it home to work on over a weekend or something similar.
