VFP is not a good language to implement this type of functionality. I'd recommend either buying an integrated voice/fax handling program (there's a writeup on several in the last issue of PC Magazine), or programming in a lower-level language like C (or even VB) and using the MS TAPI (Telephony API) to control a compliant voice/fax device.
